Outlook / Exchange – DumpsterAlwaysOn and DumpsterControl

In Exchange you can configure how long Exchange has to keep track of deleted items, the so-called Dumpster feature. Every item a mailbox-enabled user deletes from his or her mailbox will be kept by Exchange, and will be available for recovery to its mailbox-owner.

Up until Microsoft Office Outlook 2003, the ability to recover items from the dumpster was only availble when the item was removed from the recycle bin:

But the option was not enabled by default on any other folder:

Which could prevent you to recover an item that you accidently deleted from the inbox (or any other folder) using Shift+Delete.  But, as described in the knowledge base from Microsoft, How can I recover items that I have "hard deleted" in Outlook?, it is fairly easy to enable the "Recover Deleted Items" option, by adding a registry DWORD_value called "DumpsterAlwaysOn" and restarting Outlook:

In Microsoft Office 2007 it is by default enabled to use "Recover Deleted Items" on all folders:

But it is possible to disable the functionality by adding a registry DWORD_value called "DumpsterControl" and set its value to 0.

This is described in the following kb-article: http://support.microsoft.com/kb/959878, but, please note, there is no need to apply for the hotfix, since you can add the value in Microsoft Office Outlook 2007 Sp2 without any problem!
